General at Canton on the expediency of exacting
guarantees against torture. The Viceroy of Canton
might, however, not improbably say that a guarantee
from him would be superfluous as being less binding
than an Imperial Decree which regulates such matters,
and on the whole it may meet all practical purposes if
the steps already indicated are adopted to forestall
torture; but if notwithstanding such precautions, it
is found to have been resorted to, a strong remon-
strance, based on the terms of the Decree, could be
made to the Chinese Government.
